ABSTRACT
This is the, science of knowledge is growing very quickly, including knowledge
science in the field of Technology and Information. The development of
technology needed in various instansi is computer network technology. In one of
the agencies, the Navigation District utilizes network technology as a support for
communication and information to monitor shipping traffic on ships. In the 1st class
navigation district Dumai has an installation of Vessel Traffic Service (VTS), which
one of the main tasks and functions is to monitor the safety of shipping at sea,
especially in the Dumai area. Obstacles that often occur in this marine traffic
monitoring system are networks connected to VTS down due to bad weather, LAN
Port damage to Radio Link, In addition, if there is a network error and monitoring
officers are not in place then the monitoring officer takes 10-20 minutes in to
convey confirmation of problematic devices.. so to overcome that by building
a hardware application system in the form of Mikrotik Router that utilizes The
Dude Application and Software Application that can provide notifications to
monitoring officers who are not in place using Telegram . The method used for data
retrieval is Quality of Service (QoS) with packet loss, throughput and delay
parameters, data retrieval from six monitored stations whose data retrieval is four
stations for this study. The test results showed quality of service (QoS) values
obtained from four stations, namely tanjung medang sensor station with index 4,
station repeater tanjung sair with index 4, selincing repeater station with index 4
and chicken storage repeater station with an index of 3.6 studied then the average
value of four stations with an index of 3.9 belongs to the category of Very
Satisfactory.
