ABSTRACT
One of the Regional Regulations which is a public policy related to controlling house
buildings on the banks of the river is the Rokan Hilir Regency Regional Regulation Number 3
of 2014 concerning Public Order. The condition seen in the field is that implementation
needs to be carried out firmly by the Regional Government, this is due to the fact that there
are still many residents building houses along the river, which contradicts the Regional
Regulation. Therefore, the aim of this research is first, to examine the implementation of
Rokan Hilir Regency Regulation Number 3 of 2014 concerning Public Order to houses on the
riverbanks of Teluk Nilap Village. Second, factors that hinder the implementation of the
Regional Regulation. Third, efforts to address the houses on the riverbanks of Teluk Nilap
Village.
This research uses sociological juridical research. With the research location located
in Teluk Nilap Village, Kubu Babussalam Subdistrict, namely the Rokan Hilir Regional
People's Representative Council, Rokan Hilir District Civil Service Police Unit and Teluk
Nilap Village Office, while the population and sample are all parties related to the problem
studied. This study uses data sources in the form of primary data and secondary data, and
data collection techniques are carried out by interviews, observations, and questionnaires.
Based on the research results, it can be concluded. First, the implementation of the
Rokan Hilir District Regulation Number 3 of 2014 has not run optimally. Second, the
inhibiting factors of implementing the Regional Regulation include budgetary factors, the
community's economy, the lack of PPNS in the Satpol PP work environment. Third, efforts to
overcome this inhibiting factor include conducting a survey of the location of the river,
embracing the community who found the house along the river, conducting RDP with related
agencies.
