This research is motivated by the declining capability of the Pekanbaru City Investment and One Stop Integrated Service Office in providing public services during the Covid-19 pandemic. This is indicated by the licensing statistics for the past two years, then the award received by the Investment and Service Office. One-Stop Integrated Pekanbaru City has decreased. Researchers indicate a decrease in the performance of human resources at the Pekanbaru City Investment and One Stop Integrated Service Office due to the Covid-19 Pandemic which makes all activities have limitations.
The purpose of this study was to analyze the Capabilities of the Pekanbaru City Investment and One Stop Integrated Service (DPMPTSP) in Providing Public Services during the Covid-19 Pandemic and to identify factors that hinder the Capabilities of the Pekanbaru City Investment and One Stop Integrated Services (DPMPTSP) in Providing Public Services during the Covid-19 Pandemic. The theoretical concept used is the Capabilities Dimension Theory by Leonard and Barton in Bevaola, namely the Knowledge and Skills Dimension, Technical System Dimension, Managerial System Dimension and Value and Norm System. This study uses qualitative methods, the data in this study were obtained from observations, interviews, literature studies and documentation.
The results of the study show that the Pekanbaru City Investment and One Stop Integrated Service Office in providing public services during the Covid-19 pandemic does not yet have the necessary capabilities, this can be seen from the knowledge and skills dimensions and the technical system dimensions owned by the Investment and Integrated Services Office. One Door Pekanbaru City. The inhibiting factors that underlie this problem are the Covid-19 pandemic policy, the limited use of technology and abolished socialization.
