Pengembangan Kompetensi Pegawai Pada Dinas Sosial Kabupaten Kampar
This research is motivated by the low achievement of employee
performance at the Kampar Regency Social Service, research and assessment at
the Kampar Regency Social Service. In the implementation of tasks, especially in
the field of Rehabilitation Empowerment, it is often not achieved. Supporting
Documents are still not available to maximize Employee Competence. The low
competence of the apparatus is clearly indicated by the low ability to carry out
job duties and positions. Every ASN employee has the right and opportunity for
competency development, government agencies are required to prepare an annual
competency development plan which is contained in the agency's annual budget
work plan.
The purpose of this study is to explain the efforts to develop employee
competencies at the Kampar Regency Social Service and analyze the inhibiting
factors for developing employee competence at the Kampar Regency Social
Service and the efforts made by the Kampar Regency Social Service in
Competency Development. The type of research chosen is qualitative research
with a descriptive case study approach. Data collection techniques were carried
out through interviews, observation, and documentation. This study determines
the research informants as a source of information to obtain the required data.
Informants in this study are people who know the research problem in depth. The
number of informants in this study was 10 people.
The results of the study found that the development of employees at the
Social Service of Kampar Regency in terms of planning, training, assessment, and
job-oriented competency development criteria was not optimal. The inhibiting
factor is the coordination and socialization between agencies related to
competency development that has not gone well and the limited budget owned by
the Kampar Regency Government.
