Strategi Pembangunan Masyarakat Nelayan Kota Dumai Berdasarkan Indikator Indeks Pembangunan Manusia
Abstract
The city of Dumai is one of the cities in Riau Province which is located in
the coastal area. Fishermen in the coastal areas of the city of Dumai typically did
so limited to the coastal areas by two miles. As an industrial and commercial city,
Dumai came to value the second-highest Human Development Index (HDI) in the
Province of Riau after the city of Pekanbaru. The status of the high city of Dumai
HDI makes it interesting to consider whether it is directly proportional to the HDI
value of the fishery people. The method used in this study was the use of the
survey method. The aim of this study is to calculate the magnitude of the entire
fishery population of the Dumai city and to formulate a Dumai strategy based on
the HDI indicator of health, education and economics. The study employed two
analysis methods of calculating the Human Development Index (HDI) and
strategic development of the urban fishing community using AHP. The HDI value
of the city of Dumai fishing community is 53,87. This indicates that the condition
of the Dumai fishing community is still low if measured through HDI indicators.
The priority of the Dumai fishing community development strategy is based on
the HDI indicators are socialization of safety and health work to fishermen,
education assistance of scholarships for fishermen’s children and direct aid of
fleet ada fishing gear.
