A prisoner is a suspect who is undergoing a criminal period, serving a
criminal period does not mean that the prisoner loses all his rights. Prisoners'
rights have been regulated in Government Regulation No. 58/1999, one of which is
health insurance. The purpose of this study was to determine how the role of the
medical and health sectors of the Riau regional police in fulfilling the health rights
of prisoners. This research is a qualitative research using in-depth interview
technique. The sample selection was done by purposive sampling with a sample of
3 people. Interviews were conducted at the Bhayangkara Hospital in Pekanbaru
and the Riau Police Detention Center. The data validity test was conducted using
source triangulation and the data reliability test was carried out using interresearcher
triangulation. The results showed that the role of the medical and health
sector of the Riau regional police had been carried out in accordance with the
capabilities of biddokkes as stipulated in the Regulation of the Head of the
Indonesian National Police Number 12 of 2011 and accordance with rights of
prisioners regulated in Government Regulation 58 of 1999.
