Strategi Menuju Sekolah Adiwiyata Tingkat Sekolah Menengah Atas (SMA) Di Kecamatan Bangko Pusako Kabupaten Rokan Hilir
Based on the MoU dated June 3, 2003, the Minister of Environment and the Minister of National Education, in 2006, a program was created to encourage schools to create an environmentally friendly cultural environment through the School of Environmental Culture (SBL) competition. In 2010, the program was followed up by KLH by establishing the Adiwiyata school program. This award program aims to encourage the creation of knowledge and awareness of school residents to play an active role in environmental conservation efforts, as well as fostering schools in Indonesia in sustainable environmental development. Through the Adiwiyata school program, school institutions that care and are environmentally cultured can be realized.
The purpose of this study is to analyze the form of environmental policy in SMA 1 and SMA 2 Bangko Pusako at this time. The second objective is to analyze the environmental, social and economic impacts of the current form of environmental management in SMA 1 and SMA 2 Bangko Pusako. The third objective is to analyze the supporting factors and obstacles of SMA 1 and SMA 2 Bangko Pusako in going to Adiwiyata school. The fourth objective is to formulate an environmental management strategy for SMA 1 and SMA 2 Bangko towards the Adiwiyata school.
This type of research is a qualitative descriptive study with a survey method. In this study, we will try to understand in depth the phenomenon of school leaders, a group of students, a program, a process, an application of a policy or a concept such as adiwiyata school planning management, environmental-based curriculum management, participatory-based public relations management, and management of facilities and infrastructure that present and future adjustments. The data collection techniques in this study are based on literature studies, field surveys, interviews and documentation. The analysis used is SWOT.
Based on the results of the study, it is known that environmentally friendly policies in schools already exist. These policies include regulating attention to environmental aspects. The policy is affixed to several spots that are considered easy to see, and are generally occasionally conveyed at the moment of gathering together (ceremonies, Friday together, gotong royong and others).
The environmental impact applied to the Adiwiyata program is to create a clean and healthy school environment. The social impact is the involvement of students, teachers and staff, parents and the community in supporting the school's adiwiyata program. The adiwiyata program encourages all parties to better utilize the waste in the school environment to have economic value.
The supporting factors are the location of the school and the area of the land/school building, the large number of students, the adequate number of educators and staff, reliable school management, complete school facilities and infrastructure, the support of the school committee or students' parents, the
existence of government support, there is sponsorship support in a beautiful environment, community demands for quality graduates, support from the district government, regarding the vision to make Rokan Hilir Regency an Adiwiyata Regency in Riau Province. Obstacles in the implementation of adiwiyata are organic and non-organic waste management, students' character of environmental preservation, program financing, no community support, the COVID-19 pandemic which limits space and time availability, and the absence of partnerships with institutions that have the same goal.
Based on the results of the SWOT analysis, the strategies that need to be developed as an effort to realize the Adiwiyata school at SMAN Bangko Pusako, include the following: 1) Development of environmental education learning, 2) Establish partnerships with the community, the education office in implementing environmental education programs, 3) Capacity building of human resources, related to environmental education insight, 4) Improving the quality of healthy and environmentally friendly canteen services, 5) Making school management plans, both in terms of reforestation, utilization of natural resources, as well as waste and waste management. The strategy from the results of the SWOT analysis is developed into strategic issues, then developed into a product design in the form of a strategic planning draft.
