This research is motivated by the high number of community needs for road infrastructure development with the reason that the area consists of getting access. Therefore, the selection or direction of policy will determine the development process, especially the construction of road infrastructure. This focus is related to development, especially the road infrastructure itself along with who the parties are involved and how they interact is one of the keys to the implementation of road infrastructure development that can provide benefits to many people. This study uses the framework of the articulation of interests theory according to Almond and Powell where this theory explains how the articulation is carried out according to these 3 parts, namely: 1) needs,
2) demands and 3) interests. These three indicators are the benchmarks and will be described in this thesis how the articulation of interests related to road infrastructure development in Kemuning District. The results of this research are important to make development priorities to prioritize development that is really needed. The interaction between interests or political forces in making development policies does work in synergy with each other but still carries out their respective functions and duties, in order to create the desired development based on development priorities by having conditions, regional potential, to adjusting priorities per regional institution. Therefore, decision making is very influential on the outcome of a policy later.
