Democracy is one of the basic principles in the constitution which is manifested in the form of elections. Where the election is a citizen's human rights. Which is inseparable from legal politics which is an effort to realize good regulations in accordance with the conditions and situations at that time, the General Elections Commission formed the lowest election organizer from the electoral institutional structure, namely the General Election Commission, abbreviated as KPPS. The requirements to become a member of KPPS in Law Number 7 of 2017 concerning General Elections are related to age, which is contained in Article 72, which is the minimum age of 17 (seventeen) years. However, it is different in the last Pilkada where the General Election Commission Regulation abbreviated as PKPU Number 6 of 2020 concerning the implementation of continued simultaneous elections in the non-natural disaster conditions of the 2019 corona virus dieses was established where in this regulation there is a Minimum Age Restriction for Officers of the Voting Organizing Group in article 20 paragraph 2, which is a minimum of 20 years and a maximum of 50 years. The main purpose of this study is to see the effectiveness of changing the minimum age limit in recruiting KPPS members to create good elections and based on Good Governance and this study also conducts a study on determining the minimum age limit. This is the right age to become a capable KPPS member. work optimally and professionally in general elections.
This type of research is normative juridical research, research conducted based on legal materials and legislation. The approach taken is a library approach, namely by studying books and legislation. The types of data used are primary data types, secondary data sources, namely data sources derived from books and other regulations.
From the results of the study, it can be concluded that legal politics is a policy and an effort to find out how the review process can produce legal policies that are in accordance with the needs and sense of justice of the community where in the formation of the General Election Commission regulation Number 6 of 2020 concerning the implementation of further simultaneous elections. in conditions of non-natural disasters corona virus disease 2019 is a form of legal politics in which the Government seeks to be able to carry out and carry out general elections in this case the election of regional heads by prioritizing the interests and safety of the community, including election organizers who have a workload in the midst of the Covid-19 outbreak as well as maintaining the quality of elections in the future. pandemic by providing a fairly mature minimal age.
