ABSTRACT
The collection of retribution for waste services is regulated in Regional
Regulation Number 10 of 2012 concerning Retribution for Waste Services or
Cleanliness of Pekanbaru City. The purpose of writing this thesis is to: First, find
out the implementation of garbage collection based on Regional Regulation No.
10 of 2012 concerning Waste or Cleaning Service Retribution in Marpoyan
Damai District, Pekanbaru City, Second, find out the factors of garbage
retribution collection in Marpoyan Damai District, Pekanbaru City are not in
accordance with Regional Regulation Number 10 of 2012 concerning the
retribution for waste or cleaning services, Third, efforts to overcome the levy of
garbage retribution in Marpoyan Damai Subdistrict, Pekanbaru City which is not
in accordance with Regional Regulation Number 10 of 2012 concerning the
retribution for garbage or cleaning services.
This type of research is a sociological juridical research, because the
author directly conducts research at the location or place of research in order to
provide a complete and clear picture of the problem being studied. The research
location is Marpoyan Damai Subdistrict, Pekanbaru City Cleanliness and
Plantation Service, Pekanbaru City DPRD.
From the results of the research problem, there are three main things that
can be concluded. First, the implementation of the collection of retribution for
waste services is not in accordance with Regional Regulation Number 10 of 2012
concerning Retribution for Waste Services or Pekanbaru City Cleanliness. The
two factors that hinder the collection of inappropriate waste retribution are the
lack of transportation for waste transportation and the existence of independent
levies. The three efforts were made to overcome the inhibiting factors for
conducting socialization in each sub-district by being represented by the RT/RW
and only a few people from the community and in collaboration with several
independent institutions. The author's suggestion is that the Department is more
active in collecting in accordance with the regional regulation, conducting
socialization and collaborating with several independent institutions, the
community is more active in seeking information on how much levy is levied so as
not to throw garbage where it shouldn't be.
