BSTRACT
One of the potential levies collected by the Dumai City Government is market
levies. Therefore, to make it easier for the levy to pay the levy, the Dumai City
Government has formed an officer who cites the levy to traders. Meanwhile, based on
Article 15 of the Dumai City Regional Regulation concerning Market Service
Retribution, it is obligatory to pay the levy at a predetermined place. The Dumai City
Government has made it easier for traders to pay user fees, but there are still many
traders who do not pay their user fees.
The type of legal research is sociological juridical, which in this research, is
carried out by going directly to the field to collect primary data, and using
descriptive methods. Meanwhile, if viewed from the nature of this research is
descriptive.
The result of this research is the implementation of Article 15 of Regional
Regulation No. 21 of 2011 concerning Market Service Charges, namely market fees
are collected using a Market Retribution Payment Certificate (TBPRP) or other
equivalent documents and collecting officers must wear identification and a letter of
assignment. However, the implementation of this regulation has not been able to run
optimally because there are still many traders who do not get the SSRD. The
obstacles in implementing Article 15 are as follows: a) Internal constraints, namely
the lack of human resources and the officers appointed as policy implementers do not
fully implement what is in the regulations, the regulations are not adequate, and the
sanctions are too light. b) The external constraint is the lack of awareness of traders
in paying market fees which results in many retribution arrears. The efforts made by
the Dumai City Government in overcoming the problem of market retribution are the
formation of a regional regulation on retribution, the formation and improvement of
the quality of retribution implementers, and socialization.
