ABSTRACT
The library is an important component both within the school environment and outside the school environment. Some schools still use manual recording in their library administration, including SDN 04 Minas Jaya, Riau. Manual recording poses risks in the form of recording errors, and data loss. Manual recording is also time-consuming, so it takes a break for students who want to borrow or return books. The Web-Based Library Information System is presented to provide convenience to the parties involved with the SDN 04 Minas Jaya library. The library information system is designed web-based using a framework with a barcode barcode scan feature to read ISBN barcodes in each book with the aim of making it easier for Library Administrators when entering book data and borrowing data and Telegram notifications to provide borrowing information in the form of Telegram messages to those concerned. This study uses research and development methods with 166 respondents with the distribution of one principal, six librarians or library administrators, 14 teachers, and 145 students in SDN 04 Minas Jaya. This information system provides Borrowing Pages, Returns Pages, Book Pages and User Pages for the Library Administrator category. For the School Principal category, This system provides Loan Pages, Returns Pages, Fines Pages and Book Pages that contain data according to what is displayed on the Library Administrator page, but the Principal cannot take any action. Users of the Visitor category consisting of teachers and students in this system are shown a book page, on this page users can search and find out the status of the book they are looking for. In the Blackbox Testing test, the percentage of success was 99.84% on the Login Start Page, 99.24% success on the Library Administrator Page, 89% success on the Principal's Page, and 99.82% success on the Visitor page. The results of the Usability test for the Principal 99.33%, the Library Administrator 94.33%, the Teachers 89,57% and the Students 96.71% are very satisfactory. The results of the validity test and reliability test concluded that the questionnaire in this study was valid and reliable.
