ABSTRACT
Communication is an activity that is needed by humans as social beings. Sharing activities File and delivering announcements at the PUPR Office are still carried out by delivering documents or files and delivering announcements to the room directly. Another problem that was found was that employees were constrained to separate their personal and work matters using mobile phones because the two activities were combined in only one application. Therefore, many employees choose to buy a mobile phone with the aim of specializing work activities on mobile phones that are different from personal activities. So, to make it easier to separate personal and work affairs, a Chat that can specifically be used for work activities at the Riau Provincial Public Works Office. application Chat is devoted to work matters as well as sending files and delivering announcements without having to leave the workspace .application chat is built using the Dart Programming Language with Framework Flutter, this research was conducted using the Research and Development Method and the system development method using the Waterfall. The population in this study were all employees at the PUPR Office with a total of 1086. Sampling was carried out using simple random sampling techniques and the number of samples was obtained from the calculation of the Slovin formula. The results of this study are the percentage of success in the functionality test using the Black Box Testing on Chat the NuMessage User Experience Questionnaire Testing it was found that the average results of all variables were 2,167 which indicated a Positive scale.
