Strategi Manajemen Lalu Lintas Untuk Mengurangi Biaya Kemacetan Terhadap Ruas Jalan Propinsi Kota Pekanbaru (Studi Kasus Jalan H.R. Soebrantas)
This research aims to identify the performance of the road network in
existing conditions, conduct analysis and comparison of scenarios and choose the
right strategy to reduce congestion costs in segment IV (Spg. Jalan S.M. Amin –
Spg. Jalan Delima) Jalan H.R. Soebrantas. The study used primary data in the
form of traffic data, road geometry, side barriers, vehicle speed by collecting data
for 3 days during the morning, afternoon and evening rush hours. In addition to
primary data, secondary data collection is also carried out in the form of traffic
data (2018), Pekanbaru City Space Pattern Plan Map and Pekanbaru City
Administration and Road Network Map obtained from related agencies. The
parameters measured are the speed of the vehicle that affects the consumption of
fuel oil.
The results showed that minimum speed restrictions (40 Km/H), side
obstacles and vehicles that turn around were the dominant factors that affected
the speed of the vehicle, resulting in congestion. In addition, heavy vehicle activity
(HGV) and lack of traffic signs (Yield or Stop Sign) did not significantly affect
congestion on the road. The study used strategy 2 which obtained speed above
value of 41.34 Km/H, a total delay of 0.1 seconds and saved fuel consumption
costs of Rp. 382.5 / Vehicle in one pass in segment IV (Spg. Jalan S.M. Amin –
Spg. Jalan Delima) section of Jalan H.R. Soebrantas. The advantage of using
strategy 2 in this study is that it produces speed above 40 Km/H with a total delay
much smaller than strategy 1 which is less than 0.5 seconds. Strategy 2 allows the
vehicle to turn around even if heavy vehicles (HGV) are not allowed. This has a
positive impact on the smooth flow in all segments of the road segments studied.
While in strategy 1, it will cause congestion in other segments of the road under
study. In addition, the total delay generated is also greater than strategy 2.
