ABSTRACT
Law Number 23 of 2014 concerning Regional Government emphasizes real and responsible autonomy. The role of supervision is very important to ensure whether something has been carried out properly. In road supervision, the Siak Regency Transportation Service has aims and objectives in carrying out tasks as stipulated in Article 2 paragraph (1) and (2) Siak Regency Regional Regulation Number 8 of 2019 concerning Supervision of Overloading of Goods Transport. Furthermore, in the context of supervision, the Transportation Service of Siak Regency and the police also conduct joint raids at least once a month to control motorized vehicles that exceed the load. In practice, in order to provide a deterrent effect, the Transportation Service and the police only provide a fine for violators of overloading. Supposedly as an effort to overcome the rampant overload of motorized vehicles, the Transportation Service of Siak Regency and the police can provide sanctions for reducing overloads on motorized vehicles, in accordance with the provisions stipulated in Article 8 of the Siak Regency Regional Regulation Number 8 of 2019 concerning Supervision of Overloading of Goods Transport.
This research is a sociological legal research. that is, this research examines the field directly, is able to reveal the effectiveness of the law in society. Thus, this research was conducted at the Transportation Agency of Siak Regency. This study used primary data sources and secondary data sources, also used data collection techniques in this study were interviews, and literature review, and concluded in a qualitative way.
From the results of this study it can be concluded that, firstly, the role of the Siak Regency Transportation Service in supervising the excess cargo of goods transport, secondly, the inhibiting factors in the implementation of the supervision of the excess cargo of motorized vehicle transport in Siak Regency, and third, the efforts that must be made in order to carry out the supervision. from the Transportation Service of Siak Regency on the cargo of motorized vehicle transportation in Siak Regency can run effectively there are:
