ABSTRACT
Green open space is basically an inseparable part of urban spatial planning
which, among other things, functions as a green area of city parks and the lungs of
the city. The provision of green open space as an effort to improve the ecological
quality of the city by 20% of public green open space has not been fulfilled in
Pekanbaru City. Given the many current developments that do not pay attention
to environmental aspects. Green open space can be fresh air for the people of
Pekanbaru City. It is stated that a good and healthy environment is a human right
of Indonesian citizens as mandated in Article 28 H of the 1945 Constitution. The
existence of such a guarantee provides the possibility for everyone to demand
from the government that the goodness and health of the environment need to be
considered and improved.
This type of research can be classified in the type of sociological research,
namely a study that discusses the application of positive law, the effect of the
application of positive law on people's lives, the influence of non-legal factors on
the formation of positive legal provisions and the influence of non-legal factors on
the enactment of provisions. -positive legal provisions
The conclusion that can be obtained is that the proportion of green open
space in Pekanbaru City is currently not ideal when viewed from the benchmark
of 20% of public green open space. And there is still no special regional
regulation that regulates green open space. So that the mandate for a good and
healthy environment has not been achieved optimally. The Pekanbaru City
Government should have drafted a Regional Spatial Planning Ranperda (RTRW)
for Pekanbaru City which includes directions for spatial use patterns including
directions for the procurement of green open spaces. So that in the future the
fulfillment and strengthening of the proportion of green open space in Pekanbaru
City can be fulfilled
