ABSTRACT
Mass organizations are forum for the community to develop themselves, as
well as a mean of expressing opinions. The establishment of mass organizations is
a right to freedom guaranteed by the 1945 Constitution. However, even though it
is guaranteed by laws and regulations, mass organizations must obey every
existing regulation so that mass organizations can be beneficial to the community.
To ensure good organization of mass organizations, the government establishes
an institution that is authorized to supervise mass organizations, namely the
National and Political Unity Agency. Even so, there are still many mass
organizations that continue to violate, thus threatening the security and public
order. The research objectives of this thesis are: First, to determine the role of the
Pekanbaru City Political and National Unity Agency in fostering and empowering
mass organizations in Pekanbaru City. Second, to find out the inhibiting factors
that affect the role of the Pekanbaru City Political and Nation Unity Agency in
fostering and empowering mass organizations in Pekanbaru City.
This research is an empirical or sociological legal research. This research
will identify how effective the law is in society. The data sources used are primary
data and secondary data consisting of primary legal materials, secondary legal
materials, and tertiary legal materials. Data collection techniques in this study
used the methods of observation, interviews, and literature review. After the data
is collected then it is analyzed to draw conclusions.
From the results of the study it was concluded that: First, the role of the
National Unity and Political Agency of Pekanbaru City in fostering and
empowering mass organizations in Pekanbaru City has not been going well.
Second, there are inhibiting factors for the Pekanbaru City National Unity and
Political Agency in conducting guidance and empowerment of mass
organizations, namely the lack of human resources, lack of adequate facilities,
lack of adequate budget support, and poor communication with mass
organizations. The researcher's suggestion in this study is that the National Unity
and Political Agency of Pekanbaru City should further improve its performance in
conducting guidance and empowerment of mass organizations in Pekanbaru City,
as well as further improve communication with mass organizations so that
harmonious relationships are established so that later it will make it easier to
supervise mass organizations.
