Try out KSE Regional Riau (TOKSER) is an activity that is carried out as the final activity of free tutoring for high school students or equivalent which is carried out by the Paguyuban KSE Universitas Riau. In the previous implementation, TOKSER was implemented by renting a system from a third party where the system experienced problems such as participant answers that were not stored, student scores were empty and students had difficulty returning to the system when they accidentally left the system. Therefore, this research was carried out to design a system that is suitable for use in the next TOKSER implementation. The system will be developed using the Rapid Application Development (RAD) method. The system created will apply the Item Response Theory Method to weight the questions based on the level of difficulty of the questions being worked on. The system created is a website and will be built using the Laravel Framework. The results of system testing using Usability Testing with the USEE Questionnaire resulted in a total feasibility score of 87.81% and was declared "very feasible" based on the Likert Scale. The test results using Black Box Testing stated that the functionality of the system was running well.
