Dampak Program Dana Desa Terhadap Peningkatan Pendapatan Masyarakat Dan Penyerapan Tenaga Kerja Di Kecamatan Kampar
Kampar is the regency with the largest recipient of village funds in Riau,
but infrastructure development and human development in several villages in
Kampar Regency, including the implementation of village fund programs aimed at
developing the economy of rural communities are still not evenly distributed.
Village community empowerment activities in the form of developing businesses
or entrepreneurship, increasing employment/business and expanding the
economic scale of individuals or groups in the village have not been fully realized
by the Village community so that community income is uneven and still low.
This study aims to determine the impact of the village fund program on
increasing community income and employment in Kampar District. This type of
research is quantitative with the research method used is multivariate analysis or
MANOVA. The function of MANOVA is to partially analyze the impact of the
village fund program variable (X) on the community income variable (Y1), and on
employment (Y2). And to analyze the impact simultaneously between village fund
program variables (X), community income variables (Y1), and employment (Y2).
Sources of data in this study, namely primary data obtained from interviews and
filling out questionnaires by respondents, namely the community who received
direct impacts with village funds and secondary data collected through
documentation and archives obtained from villages in Kampar sub-district, BPS
Kampar Regency and government office PMD Kampar Regency.
Based on the results of the study, it is known that the education of the
majority of respondents is junior high school graduates as many as 157 people
(41.2%). ,8%), all 381 people are Muslim (100%). The univariate results show
that the majority of people's income is high as many as 206 people (54.1%), the
majority of labor absorption is low as many as 211 people (55.4%), the majority
village fund program has no effect as many as 258 people (67.7% ). The results of
the bivariate impact of the village fund program on people's incomes, namely the
results of statistical tests using the chi square test obtained a P value = 0.000
which means the P value < (0.05) meaning that there is a significant influence
between the village fund program on people's income in Kampar District . The
results of the bivariate impact of the village fund program on employment, namely
the results of statistical tests using the chi square test, obtained a P value = 0.425
which means the P value > (0.05) meaning that there is no significant impact
between the village fund program on employment in Kampar District.
The normality test was carried out to determine the distribution of the
data or whether or not the data was normal on the dependent variable and was
carried out using the Kolmogorov Smirnovtest with a significance level of 0.05, if
significant 0.05 then the data was not normally distributed. One-Sample
Kolmogorov-Smirnov Test on Asymp. Sig. (2-tailed) shows the number 0.050
which means that the number is greater than the normality value of 0.05, so it can
be concluded that the data is normally distributed
xvi
In descriptive statistical analysis, Manova is explaining the
mean/average of each variable according to the measurement results used, which
is to see how much the trend of these variables is from the total respondents
whose results are village fund programs that have no impact on employment and
community income. Totaling 258 and mean 5.1208 and 5.4039
Homogeneity test is used to determine whether the two sample groups
have the same variance. In carrying out the homogeneity test, the homogeneity
test of variance is a test of the similarity of variance-covariance on the two
dependent variables individually. From this test, it was determined that the
research significance level was 0.05, so the data homogeneity of the village fund
program variables, community income and significant employment absorption
was obtained. This is because the significance value of 0.005 is smaller than 0.05.
Then h0 is accepted and ha is rejected, meaning that the variance/covariance
matrix of the dependent variable (community income and employment) is the
same, so the MANOVA analysis can be continued.
The results of the homogeneity test using Levene's test. It is stated that
all variables of the impact of the village fund program (X), community income
variables (Y1), variables and employment (Y2) have the same variance because
the significance value is greater than 0.05. This significance value will later affect
the choice of what Post Hoc test is used. The rule is that if the significance value
is greater than 0.05 then the Post Hoc test uses the Benferroni Test, while if the
significance value is less than 0.05 then the next test uses the Games-Howell. And
the test results as shown above all the dependent variables, namely the community
income variable (Y1), variable and employment (Y2) have the same variance
because the significance value is greater than 0.05 so that the Post Hoc test used
next is the Benferroni test.
The results of the significance test using Multivariate, namely the results
of the data analysis of the impact of the village fund program (X) on the
community income variable (Y1) and employment (Y2) indicate that the F price of
the Village fund program (X) is for Pillai's Trace, Wilks' Lambada, Hotelling's
Trace and Roy Largest Root have a significance value of 0.000 < 0.05. This
shows that the F values for Pillai's Trace, Wilks' Lambada, Hotelling's Trace and
Roy Largest Root are all significant at the 95% confidence level. It can be
concluded that the data has a significant relationship between the village fund
program variable (X) on community income (Y1) and employment (Y2).
Test of Between-Subject Effects to show the results of manova. From the
results of the analysis obtained several values such as: coreccted model,
intercept, X, error and total. The test results show that the results of the impact
test of the village fund program variable on the dependent variable, namely the
community income variable (Y1) 0.000 < 0.05 and employment (Y2) 0.008 < 0.05.
So the conclusion and answer to the hypothesis is that the village fund program
has a significant impact on community income and employment in Kampar
District.
The village fund program has no significant impact on community
income. This is because of the village fund program, some people get jobs from
the programs implemented so that they can increase the income of the community.
Although the work involves a group of people, the benefits of the program can be
felt directly by the community, whether it's an increase in income than usual or
xvii
from infrastructure built for the public interest. The village fund program has no
significant impact on employment. The village fund program has an impact on
employment because many people/young people get jobs from the village fund
program in Kampar Regency. The narrowness and difficulty of existing job
opportunities in Kampar District causes many to look for work outside, but with
the village fund program the local community is very helpful, although it is not
100% absorbed by job opportunities, but at least 50% of the existing community
can be absorbed, open job opportunities as well as being helped
economically/income.
