Peran Pemerintah Daerah Kabupaten Rokan Hulu Dalam Rehabilitasi Pasca Bencana Banjir Pada Tahun 2019

ABSTRACT
Post-disaster rehabilitation is a step to normalize physical and social conditions. Rehabilitation after physical and social disasters is carried out based on derived guidelines from BNPB and local governments. This study discusses the role of the Rokan Hulu Regency Government inPost-Flood Rehabilitation in Rokan Hulu Regency in 2019. Throughout 2019 data, it was recorded from a total of 16 sub-districts in Rokan Hulu Regency, 12 of them were affected by flooding, which means 75% of the existing sub-districts. . The purpose of this study is to determine the implementation of post-disaster physical and social rehabilitation. This study uses qualitative methods with data collection techniques are interview and documentation techniques.
The results of the study explain that the implementation of physical and social rehabilitation after the flood disaster that occurred in Rokan Hulu Regency in 2019 was optimal based on the indicators for the implementation of rehabilitation, namely the restoration of disaster areas, restoration of public facilities, distribution of assistance for the restoration of residents' residences, improvement of the mental condition of disaster victims, distribution health assistance, conflict resolution and management, improvement of community, social and cultural conditions, improvement of comfort and order, improvement of the role of government, improvement of the role of public services which are then implemented by applying a priority scale of needs in accordance with the impacts caused by disasters.
