ABSTRACT
Regional Regulations regarding Management Rubbish already enough clear if run , less optimal management waste in Pekanbaru City that makes not enough regularly cleanliness still trash _ many there is everywhere , and lack of awareness Public for create clean environment _ and healthy is part from problem waste in Pekanbaru City . Management garbage in Pekanbaru City still using the Open Dumping system which accumulates trash on the spot open on shoulder Street nor The place Disposal Which end (TPA) Thing the not is good choice _ and friendly environment because let methane gas and leachate _ pollute environment , thing the contrary with Invite Invite Number 32 of 2009 conceming Protection and Management Environment live .
Destination in writing thesis this, namely : First For knowing implementation policy system management rubbish to enhancement cleanliness in Pekanbaru City environment based on Regional Regulation Number Pekanbaru City 08 of 2014 Regarding Management Garbage . Second , For knowing factor blocker in Implementation Pekanbaru City Regulations Number 08 of 2014 About Management Garbage in Pekanbaru City . Third , For knowing how ideal setting against Management Garbage in Pekanbaru City .
The type of research used is sociological juridical, namely research conducted by conducting legal identification and how the effectiveness of the implementation of the law applies in society. Because in this study the author directly conducts research on the location or place under study to provide a complete and clear picture of the problem under study.
From the results of the study, it was found that the policy of the waste management system towards increasing cleanliness in the city new week from Local regulation Number 08 of 2014 related to Waste Management in Pekanbaru City, namely regulations described in several regional head regulations. Inhibiting factors in the implementation of Pekanbaru City Regulation Number 08 of 2014 conceming Waste Management in Pekanbaru City have several inhibiting factors, namely, the lack of waste facilities and infrastructure and the lack of community participation. Regulations relating to transportation are only administrative but minimal actions in the field
The author's suggestions, First, the Pekanbaru City Environment and Hygiene Service is advised to assign employees specifically to TPS management, providing a fleet of garbage transportation specifically to transport waste in TPS. Second, to the community to raise awareness together to maintain the cleanliness of the environment in which they live. Third, the Pekanbaru City Govemment is advised to make stricter policies related to law enforcement.
