ABSTRACT
The establishment of the Bumdes Wirakarya begins with a Village Deliberation by establishing the Bumdes Management Team, Monitoring Team and Verification and Evaluation Team of Bumdes activities with an initial capital from the Village Fund Budget or APBDes, which is Rp. 310,000,000 of the ADD funds that were disbursed in two stages, namely in 2018 and 2019 have been carried out according to applicable procedures and laws, but the Implementation of the Principles of Management of the Wirakarya BUMDes in Tanjung Simandolak Village, Benai District, Kuantan Singingi Regency has not been running as it should.
The objectives of this research are: To find out the management principles of BUMDes Wirakarya which are cooperative, participatory, emancipatory, transparent, accountable and sustainable in Tanjung Simandolak Village, Benai District, Kuantan Singingi Regency and in addition to knowing the factors supporting and inhibiting the principles of BUMDes management. Entrepreneurship. Furthermore, the data collection techniques used were interviews and documentation. While the source of data used is primary data obtained from the research location in the form of research informants and supported by secondary data, namely documents related to interviews, observations, and document studies.
The results of the research discussion show that the application of the principles of managing the Village-Owned Enterprises (BUMDes) Wirakarya has implemented six BUMDes management principles which in detail are as follows: Cooperatively it seems that the form of cooperation that is not good between BUMDes managers and the village government has not been maximized. In a participatory manner where all the administrators have not been able to participate maximally as well as the community members. The emancipation has not been able to be implemented because all the management is still male and women have not been involved. Transparency has not been carried out properly, the lack of information and socialization to the entire community, is considered accountable enough to be responsible, as evidenced by routine and sustainable administrative reports, because it has not maintained and cared for the existence of the Zoom futsal field.
Factors supporting and inhibiting the principles of cooperative, participatory, emancipative, transparent, accountable and sustainable management of BUMDes Wirakarya in Tanjung Simandolak Village, Benai District, Kuantan Singingi Regency where the supporting factors in terms of government commitment in poverty alleviation and village empowerment through BUMDes are very high. This is evidenced by the injection of BUMDes funds from village funds, district budgets, provincial budgets and related ministries. While the inhibiting factors are the slow return of the budget lent to
the community, then the non-functioning of facilities made to bring profits to BUMDes businesses such as Zoom Futsal and FFB purchasing businesses which are less profitable.
