ABSTRACT
The Siak Regency Government issued Siak Regency Regional Regulations Number 1 of 2015 and Number 2 of 2015 concerning the change in the naming of the village to Kampong and the determination of the customary village. There are 8 villages that have been designated as traditional villages in Siak Regency, one of which is Mandiangin Village, which is one of the villages located in Minas District. The purpose of the study was to determine the conflict of interest in the preparation of the village to become a traditional village and the obstacles faced in the preparation of a traditional village. Field research which can find specifics and the reality of what is happening in the community at this time, since 2015 after the issuance of the Siak Regency regional regulation number 2 of 2015 concerning the determination of traditional villages, there has not been a village that has run a traditional village because it is still constrained by the registration number. Which has not been obtained because this traditional village is still waiting for further regulations regarding customary villages in the Riau provincial government.
This type of research is descriptive qualitative in which the data sources are obtained using 3 ways, namely observation, interviews and documentation. Research on conflicts of interest in the preparation of the Mandiangin village to become a traditional village uses the theory of Ramlan Surbakti which explains that political conflict consists of 2 things, namely horizontal pluralism conflicts and vertical pluralism conflicts.
This problem occurs because of the fear of immigrant communities who think that their land will be taken by the indigenous people and the existence of
regulations regarding village chiefs who must be indigenous people which results in immigrant communities who have lived for a long time and have the ability to not be given the opportunity to become village leaders.
