Pengawasan Badan Pengawas Pemilu (Bawaslu) Terhadap Pelanggaran Tahapan Pemilihan Kepala Daerah (Pilkada) Di Kota Dumai Tahun 2020

ABSTRACT
The Election Supervisory Body (Bawaslu) of Dumai City is an election supervisory institution based on the law that has authority in supervising regional elections. One of them is also related to supervision of violations of the regional head election stages (Pilkada) in Dumai City. There are reports and findings of violations committed by Pilkada participants, Pilkada organizers, and Pilkada Voters (community), it is necessary to supervise for the implementation of quality Pilkada.
The purpose of this study is to describe Bawaslu's supervision of violations of the regional head election (Pilkada) stages in Dumai City in 2020 and the factors that influence Pilkada supervision. This research uses qualitative research methods with descriptive research types. This method aims to get a correct picture and explain Bawaslu supervision of violations of the Regional Head Election (Pilkada) stages in Dumai City in 2020.
The results of this study are Bawaslu supervision of violations of the Pilkada stages in Dumai City carried out by the Dumai City Bawaslu, namely as many as 19 violations received by the Dumai City Bawaslu in the Pilkada stage, including at the nomination stage as many as 5 Pilkada violations, then at the campaign stage as many as 11 Pilkada violations, in 3 voting stages originating from community reports and Bawaslu findings, which are forwarded to agencies for follow-up according to the type of violation committed. The factors that influence Pilkada supervision are: first, the sufficient budget factor for Pilkada supervision which is Rp. 8,722,032,000 from the Dumai City Government Grant Fund to Bawaslu. Second, the Employee Placement Factor, as many as 21 sub-district supervisory committees that are ad hoc in collaboration with the Dumai City Bawaslu are optimal in carrying out supervision. Third, Coordination Within the Dumai City Bawaslu Institution which consists of Leadership and Staff Elements at the Secretariat who coordinate with each other to carry out supervision. Fourth, Technology, Information and Network Factors which are still an obstacle in carrying out supervision can be seen from one of the Sungai Sembilan Districts, the network is difficult to access.
