Abstract: This research is motivated by the fact that there are still many visitors and
traders at the Cik Puan Pekanbaru market who do not comply with the health protocols
that have been regulated. Such as not enacting the rules limiting the maximum number
of visitors who come to Cik Puan Pekanbaru Market, limiting market entry/exit points,
and there are still many health protocols that should be obeyed instead by visitors or
traders at Cik Puan Pekanbaru market. This study aims to determine the
implementation of the duties of the SATPOL-PP in controlling the COVID-19 Health
Protocol during the New Normal Period at Cik Puan Market Pekanbaru. The research
was conducted from September to November 2020. This type of research is a qualitative
research using descriptive methods and data collection techniques used as the basis
for this research are Observation, Interview (Interview), Questionnaire, and
Documentation. The method of determining the subject of this research is Incidental
Sampling method is a sampling method based on chance. The informants selected by
the researcher were 2 traders, 3 visitors, and 1 SATPOL-PP. Based on the results of
the research that the researchers did, it can be seen that the Analysis of the
Implementation of the Tasks of the SATPOL-PP in Controlling the Covid-19 Health
Protocol during the New Normal Period at the Pekanbaru Cik Puan Market is in a
poor interpretation, this is because of the nine things that must be applied according
to the health protocol. which is regulated in Perwako Pekanbaru Number 104 of 2020
concerning Guidelines for New Life in the Market to prevent the spread of Covid-19,
only four that are implemented properly, and five aspects of other research
instruments; does not run according to the prescribed rules and regulations. This
happened because the task of the SATPOL-PP was not yet maximal in enforcing the
Pekanbaru Perwako Regulation Number 104 of 2020.
