Strategi Pengendalian Banjir Di Kecamatan Rumbai Pesisir Kota Pekanbaru

The development of the Rumbai Pesisir Sub-district is growing rapidly, but
the problem of flooding is still there from year to year, flood even occur at some
new locations or higher intensity in several locations. Floods have many negative
impacts and even cause casualties. Several factors that cause flooding in the
District of Rumbai Pesisir are regional developments, problematic drainage
channels, and people's bad habits of throwing garbage into drainage channels.
The combination of the above factors causes flooding in the District of Rumbai
Pesisir. To solve flood incident, the Government of Pekanbaru City has issued
Pekanbaru City Regional Regulation (Perda) Number 10 of 2006 concerning
Water Resources and Infiltration Wells to overcome the decreasing land area for
water absorption. In addition to issuing a Regional Regulation, the Government
of Pekanbaru City through the relevant technical offices also continues to repair
damaged drainage channels and remove/drench garbage and silt from clogged
drainage channels and build flood control pumps. However, the efforts that have
been made are still not effective because there are still frequent floods in Rumbai
Pesisir District. This research was conducted to analyze the factors causing the
flood, the role of the community and government in tackling and dealing with
floods and to develop strategies needed to control floods that occurred in Rumbai
Pesisir District using the SWOT analysis method.
