ABSTRACT The selection of the membership of the disaster management steering element has been regulated in Article 10 paragraph (3) of Riau Province Regional Regulation Number 9 of 2017 concerning Amendments to Regional Regulation Number 17 of 2013 concerning Natural Disaster Management. by the Regional People's Representative Council (DPRD) of Riau Province. In practice, the Governor of Riau appointed members of the Disaster Management Steering Committee without a fit and proper test at the DPRD. The purpose of the study was to determine the implementation of fit and proper test in the selection of members of the steering element for disaster management in the Riau province and to know the juridical review of the Riau Governor's Decree on the Appointment of Members of the BPBD Steering Committee. The fit and proper test has not been carried out properly, this is because there is still the appointment of members of the disaster management steering element who are appointed without the fit and proper test stage carried out by the DPRD first. This can happen due to lack of awareness about the importance of fit and proper test and the lack of regulations or regulations that explain in detail how the fit and proper test procedure is carried out. In addition, the decision-making process or the policy-making process issued by the Governor of Riau is also considered to be in conflict with higher regulations. This causes differences in interpretation in terms of authority as well as in the interpretation of the fit and proper test and the selection of members of the BPBD steering element. The conclusion that can be drawn from the results of this research is that there is a need for awareness of the importance of fit and proper tests and also the need for the formation of regulations, both laws, regulations, regulations, and regulations that specifically regulate fit and proper tests. Then the need for supervision in the formation of policies carried out by government officials so that abuse of authority does not occur. Clarify the duties and authorities of each structure within the BPBD itself so that vacancies and budget fattening of the BPBD organizational structure can be avoided.
