ABSTRACT
In providing clean water in Batam City, clean water management is carried out by the Regional Drinking Water Company (PDAM), which is named PT. Adhya Tirta Batam (ATB). Initially PT. Adhya Tirta Batam is a consortium consisting of Biwater International Limited, PT Bangun Cipta Kontraktor and PT Syabata Cemerlang. Initially, the provision and management of clean water in Batam was carried out by the Batam Authority Government, which is currently changing to Badan Pengusahaan Batam or known as BP Batam. In this writing, the author focuses on the concession agreement between the Batam Island Industrial Development Authority and the consortium Biwater International Limited, PT Bangun Cipta Kontraktor, PT Syabata Cemerlang regarding Clean Water Management on Batam Island. The purpose of writing this thesis: First, to find out the implementation of the concession agreement between the Badan Pengusahaan Batam (BP Batam) and the consortium Biwater International Limited, PT. Bangun Cipta Kontraktor, and PT. Syabata Cemerlang. Second, to find out the efforts to settle the default in the concession agreement between the Badan Pengusahaan Batam and PT. Adhya Tirta Batam. The authors conducted research using sociological legal research methods.
This research is classified in the type of sociological research, because it directly conducts research on the location or point being examined to provide a complete and clear picture of the problem being examined. This research was conducted at the office of the Drinking Water Management System Business Entity of the Batam Free Trade Area and Free Port Concession Agency or known as the Batam City Concession Agency (BP Batam) office, while the sample population is the party related to the problem studied in this study. , the data sources used, primary data and secondary data, data collection techniques in this study with interviews, literature review, and data analysis.
From the research results, there are two main things that can be concluded: First, the implementation of the concession agreement between the Badan Pengusahaan Batam (BP Batam) and the Biwater International Limited consortium, PT. Bangun Cipta kontraktor, and PT. Syabata Cemerlang. Second, efforts to settle the default on the concession agreement between the Badan Pengusahaan Batam and PT. Adhya Tirta Batam.
