Analisis Implementasi Kebijakan Kepala Sekolah Dalam Meningkatkan Kinerja Guru SMA Dharmaloka Pekanbaru
This study aims to determine the implementation of the principal's policy in improving the performance of SMA Dharmaloka Pekanbaru teachers. The main problem in this research is how is the process of implementing the principal's policy, what are the results of the implementation of the principal's policy, and what are the obstacles and solutions in implementing the principal's policy. There are six policies implemented by the school principal, namely at the beginning of each new school year a meeting is held with the school component both from the curricula and student councils as well as with teachers, the principal forms a curriculum development team, a school program development team and an education quality development team, Best Practice Class, collection of lesson plans once in two weeks, training for teachers, and teacher performance appraisal reports (PKG)
Of course, in implementing a policy, there is a process to go through. Likewise, Dharmaloka High School in implementing a policy also experienced several processes including that before the start of the current year several teams such as the deputy curriculum team, vice principal, student team and school principal held a meeting with the aim of evaluating policies that had been implemented previously.
Then after that it was followed by a meeting with the teachers, where the teacher was given the opportunity to be literate, discuss and express opinions about what was lacking from the policies that had been implemented so far. After formulating an appropriate policy, socialization will be held regarding the policy to provide an overview to teachers and staff at the school to better understand and familiarize themselves with the policy so that the policies that have been set can be implemented as well as possible.
The result of the implementation of the principal's policy is an increase in teacher performance. Teacher performance is the result of the teacher's ability to administer teaching, the professional skills displayed and the teacher's personal abilities. Likewise with Dharmaloka High School after implementing policies that support improving teacher performance, of course there will be results from implementing these policies. One way to see an increase in teacher performance is from the results of teacher performance reports given at the end of the even semester. Improved teacher performance can also be seen from what was stated by students where the teacher is always ready in planning lessons, implementing learning and evaluating after learning.
Obstacles faced in implementing the principal's policy, namely: 1) Cost. 2) lack of human resources (HR). 3) Lack of motivation. 4) Time constraints. While the solutions to overcome these obstacles are: 1) Strengthen planning. 2) Encouraging. 3) increase togetherness. 4) Personal guidance by the principal for teachers.
