Analisis Kelayakan Ekonomi Angkutan Sekolah Di Kota Pekanbaru

The purpose of this study is to analyze school transportation planning from
an economic perspective in Pekanbaru using the cost benefit analysis method. This
study calculates the Vehicle Operating Costs (VOC) of school transportation,
namely buses, and determines the value of the fare based on technically feasible
routes. The VOC value for school transportation planning becomes the Cost value
in the Benefit Cost Ratio (BCR) calculation. Then the value of the benefits that can
be obtained is by eliminating the VOC value of the vehicle that is being used by
parents or students. The vehicles that are used by students are motorbikes and
private cars, so it is necessary to calculate the Vehicle Operational Costs for
motorbikes and private cars. The Vehicle Operating Costs value of those vehicles
is combined based on the percentage of vehicle users and becomes the Benefit value
for calculating BCR.
The results of this study showed that the percentage of the use of motorbikes
was 60% and private cars were 40%. The fare is obtained from the Bus Vehicle
Operating Costs value for route 1 = Rp. 7,000, route 2 = Rp. 7,100, route 3 = Rp.
5,600, route 4 = Rp. 9,800, route 5 = Rp. 7,100 and route 6 = Rp.9,400. While the
fare from the VOC for motorbikes are 60% and 40% for cars as follows : route 1
= Rp. 7,163, route 2 = Rp. 7,333.65, route 3 = Rp. 6,381.43, route 4 = Rp.
16,713.89, route 5 = Rp. 9,039.15 and route 6 = Rp. 14,325,19. Then the fare from
the Vehicle Operating Costs value of motorbikes and cars as the value of the benefit
is divided by the value of the cost, namely the value of the VOC bus fare. The CBR
value generated from each route is as follows : route 1 = 1.082; route 2 = 1.092;
route 3 = 1,200; route 4 = 1,803; route 5 = 1.346 and route 6 = 1.611, all CBR
values > 1. BCR results obtained more than one indicate that investment in school
transportation planning is feasible.
