Manajemen Kebijakan Penggunaan Handphone Dalam Pembelajaran Di SMA Negeri 3 Mandau Kecamatan Bathin Solapan Kabupaten Bengkalis (Studi Kasus)
Mobile as a communication tool is no longer used as a means of contact, but now cellphones are multifunctional. Management of cellphones in learning is very important. So that cellphones can be useful as a source and learning media. So that it trains students to learn to use mobile phones with positive things. This study aims to: (1) describe organizational management planning; 2) describe the management the using cellphones in learning; (3) describe the management policy of using cellphones in learning; (4) describes the management oversight of the prohibition of carrying cell phones. This research method uses qualitative research. The results of this study indicate that: (1). Policy management planning for the prohibition of carrying cellphones is a). cell phones can be used in the learning process with the permission of the subject teacher; b). a ban on carrying cell phones is enforced if the cellphone is not needed for its use; c) the policy of prohibiting mobile phones and their use was conveyed in the teacher assembly meeting and remains one of the school regulations that must be obeyed by all students. The policy enforced by the school regarding the prohibition of carrying mobile phones is set forth in school regulations in the form of student pocket books. This policy is also agreed upon by all parties or stakeholders. The policy of prohibiting carrying cellphones has its pros and cons. (2) Organizing. Based on the number of teachers in SMA Negeri 3 Mandau, only a few subjects use mobile phones as learning resources and media. It can be seen that there is no commitment from teachers to carry out IT-based learning. Various reasons were raised by teachers: 1) teachers were not fluent in using mobile phones as learning media; 2) there is limited mobile phone memory to use various learning applications; 3) teachers do not have skills in making mobile-based learning media; 4) teachers don't want to deal with or solve problems with students, parents/guardians of students regarding cell phone problems. (3) the implementation of policy management prohibiting bringing mobile phones to school, namely a) the involvement of school members in the prohibition of bringing mobile phones; b) the school principal as the head of the education unit provides direction on policy; c) the results of deliberations on policy-making between the principal and deputy principal are disseminated to the entire teacher council. Followed by socialization to students and parents / guardians of students. The development of advances in digital technology means that the world of education continues to play an active role in technology. As stated in government regulation number 34 attachment 3 of 2018 concerning 21st century learning. The principal wants teachers to be involved in the use of mobile phones in learning activities. The principal realizes that this tool can influence students both positively and negatively. For this reason, the leadership of the education unit hopes that the use of mobile phones is used at certain times and used as necessary in class activities. A small number of teachers use cellphones as learning resources and media. Some teachers don't use it at all. In the independent

curriculum it is clearly recommended to use this cellphone so that students are able to work, be creative, be creative, innovate something digital technology. Teachers and subject teams must work together in designing various mobile-based media using mobile phones as media and learning resources in only 9 subjects or around 40.90% of all subjects. While the percentage of teachers using the above subjects was only 9 out of 23 teachers, the achievement of using mobile phones in class was only 28.75%. Most students use it when needed or at the behest of the teacher. Committees and schools synergize with each other to invite parents to be equally committed to implementing every policy enforced at school. While parents also support the implementation of this policy. As a parent, you also keep reminding your child to obey the rules that apply. (4) Controlling of the implementation of the ban on mobile phones. This form of controlling is carried out periodically. In previous raids, if students were found to be bringing mobile phones to school, the school would take and hold the mobile phones for a certain period of time. Furthermore, the cellphones were examined and processed according to the findings found on the student's cell phones. Currently, raids are still being carried out, but randomly.Morever, cellphones are no longer taken but only checked. If things are found that violate the provisions, then the cellphone is taken and the student concerned is processed according to the procedure. Mobile phones are often used by students to copy each assignment answer given by the teacher. Mobile phones can only be used by teachers in the learning process.
