ABSTRACT
Occupational Safety is a protection for workers to be safe from the harm
that can be caused by work tools or materials which is also intended to protect or
an effort of prevention to avoid accident cause by works tools or materials or
decency in doing job. Article 86 of Law Number 13 of 2003 concerning
Manpower stated, “Every worker/laborer has the right to receive: a.
Occupational safety and health protection, b. Protection against immorality and
indecency, c. Treatment that shows respect to human dignity and religious values.
PT. Indah Kiat Pulp and Paper Tbk Perawang PPM 2 has a work environment
with a high potential hazard which can cause an accident in workplace and
disruption the production process. Thus, the workers have the obligation to wear
a personal protective equipment while working. But in fact, there are still
personal protective equipment in the PPM 2 section that is not available,
moreover the communication regarding work safety information has not been
worked properly.
This research is classified in the type of sociological research which
emphasize the legal aspect of the subject that is related to the reality in the field.
This research was conducted at PT. Indah Kiat Pulp and Paper Tbk Perawang
Paper Machine 2 section, while the sample population was all parties related to the
problems studied in this study, the data sources used primary and secondary data,
data collection techniques in this study by questioner, interviews, literature review.
From the results of the study, there are two main things that can be
concluded: First, the application of PT. Indah Kiat Pulp and Paper Tbk
Perawang responsibility for worker’s occupational safety at Paper Machine 2
section which still not properly implemented. Second, obstacle in the
implementation of occupational safety towards workers at Paper Machine 2
division in PT. Indah Kiat Pulp and Paper Tbk Perawang. The effort that must be
made by PT. Indah Kiat Pulp and Paper Tbk Perawang towards the
implementation of work safety for workers in the Paper Machine 2 section both
internally and externally so that workers can avoid the risk of work accident. The
author’s suggestion, in this study, PT. Indah Kiat Pulp and Paper Tbk Perawang
needs to fulfill their responsibility for occupational safety towards workers by
providing Personal Protective Equipment (PPE), ensure that all the information
about occupation safety and health at work communicated to all internal and
external parties, as well as providing safety work training to all parts of the
company especially in Paper Machine 2 division so that workers can avoid the
risk of work accidents.
