Resolusi Konflik Tenurial Di Kawasan Hutan Desa Pemandang Kecamatan Rokan Iv Koto Kabupaten Rokan Hulu
ABSTRACT
Social forestry is one of the policies to overcome the problem of forest area tenure conflicts between forest managers and communities. One of the social forestry schemes is the Village Forest Permit. However, after the issuance of the village forest permit, conflicts still arose with the people who depended on the harvesting of timber forest products from the village forest for their economy. Claims on arable land which is ancestral heritage are used as a reason to use forest areas. This study aims to determine the tenure conflicts that exist in the Pemandang Village Forest Area and to find out the resolution of forest tenure conflicts between the community and the Village Forest Management Institution (LPHD) Pemandang. Collecting data using the method of observation, interviews, and literature studies. Informants are selected randomly snowball sampling, namely the people involved in the conflict and the people who know about the tenure conflict. Data were analyzed by descriptive qualitative. The results of this study indicate that the tenurial conflicts that occur in the Pemandang Village Forest are differences in interests between the people of Pemandang Village and the LPHD in the form of using the area for oil palm plantations and land claims to be sold to outsiders. Forest area tenure conflict resolution between the LPHD and the community that has built For oil palm plantations before the village forest permit was granted in 2017, mediation resulted in an MoU regarding forest use. Meanwhile, parties who traded land after 2019 were carried out through a legal mechanism.
