Pengelolaan Hutan Desa Di Lahan Gambut; Studi Kasus Hutan Desa Lukun, Kecamatan Tebing Tinggi Timur, Kabupaten Kepulauan Meranti
ABSTRACT
Forest tenure conflicts with communities have caused damage to forest resources. The Indonesian government has made a social forestry policy so that communities can participate in managing the forest and obtain economic benefits, including through granting village forest management rights permits. The government of Lukun Village has obtained village forest management rights in 2016 covering an area of 2,446 ha based on SK.6719/MENLHK-PSKL/PSL.0/12/2016. The village forest area is located on peatland which is prone to forest and land fires, which is a challenge for the Village Forest Management Agency. This study aims to determine the progress and obstacles in the management of Lukun Village. This research was conducted in March 2021 using a qualitative approach. Data was collected through in-depth interviews, field observations, and literature studies. Informants were selected using the snowball sampling technique. In-depth interviews were conducted with key informants, namely the Head of LPHD Lukun, and other informants. Data analysis was carried out in a qualitative descriptive manner. The results of the research show that the management of the Lukun Village Forest that has been carried out is securing the area, preparing a Village Forest Management Plan, maintaining forest functions, and carrying out forest protection. Some of the activities that have not been carried out include marking the boundaries of work areas according to standards, planting forests, administering forest products, and paying for forest resource fees. Obstacles in the management of the Lukun Village Forest are access to the forest which is far from community settlements, limited funds and human resource capacity, as well as illegal logging and encroachment on areas that trigger forest and land fires.
