ABSTRACT
The road serves as a means to facilitate transportation mobility through land routes that can affect various sectors of life. Moreover, cross-country roads serve as major routes connecting cities and provinces; therefore, the conditions on the road must be safe from various crimes, including extortion, which often occurs on the Padang Lawas Regency section of the Trans-Sumatra Highway. However, in reality, incidents of extortion on the road still frequently occur, causing distress to the community that traverses the Trans-Sumatra Highway in Padang Lawas Regency. In this regard, the participation of the Padang Lawas District Police is greatly needed to address extortion crimes in Padang Lawas Regency, ensuring that the passing community feels safe and implementing preventive measures to prevent the recurrence of extortion crimes in Padang Lawas Regency. The purpose of writing this thesis, namely; First, to respond to the law enforcement by the Padang Lawas District Police against extortion committed by thugs. Secondly, to identify the obstacles to law enforcement by the Padang Lawas District Police against extortion committed by thugs. Thirdly, to respond to the law enforcement efforts by the Padang Lawas District Police against extortion committed by thugs.
This type of research can be classified into the type of sociological research which is carried out by direct research at the place being studied to provide a complete and clear picture of the problem under study. This research was conducted at the Padang Lawas District Police, while the population and the sample were parties related to the problems studied in this study, the data sources used were; primary data, secondary data, and tertiary data, data collection techniques in this study by interviews, questionnaires, and literature study.
From the results of this research there are three main things that can be concluded. Firstly, law enforcement by the Padang Lawas District Police against extortion committed by thugs has not been carried out properly and effectively. Secondly, the obstacles faced by the Padang Lawas District Police in enforcing the law against extortion committed by thugs are due to factors such as inadequate infrastructure or facilities to support law enforcement, community factors, and a shortage of personnel in the Padang Lawas District Police. Third, the efforts made by the Padang Lawas District Police in overcoming obstacles to law enforcement extortion by thugs are utilizing personnel by carrying out good cooperation between personnel at the Padang Lawas District Police, coordinating with government institutions and the community, and conducting legal outreach/socialization to the public. The author's suggestion, First, is that the Padang Lawas District Police be able to carry out more solid cooperation and coordination with government institutions and the community. Secondly, the Padang Lawas District Police should maximize patrols and reporting systems. Thirdly, the Padang Lawas District Police and the Padang Lawas Regency Local Government are expected to develop programs to address the underlying causes of extortion carried out by thugs.
