This research is motivated by the phenomenon of the implementation of Riau
Malay culture, especially including elements of language, clothing and culinary
which have begun to be abandoned by the Malay community in the city of
Pekanbaru in their daily lives. This phenomenon shows that the role of the Riau
Malay Traditional Institute (LAM) in preserving Riau Malay culture is in
accordance with the mandate of Regional Regulation No. 9 of 2015 is very
important in efforts to preserve Riau Malay Culture so that various phenomena of
Riau Malay cultural problems in the city of Pekanbaru can be resolved.
Thus, the formulation of the research problem is what is the role of the Riau
Malay Traditional Institute (LAM) in preserving Malay culture in the city of
Pekanbaru and what are the constraints of the Riau Malay Traditional Institution
(LAM) in preserving Malay culture in the city of Pekanbaru. The purpose of this
study was to find out how the role of the Riau Malay Traditional Institute (LAM)
is in preserving Malay culture in the city of Pekanbaru.
This type of research is qualitative research. The informants in this study were the
management of the Malay Customary Council (MKA) of the Riau Traditional
Institute (LAM) of Riau Province and the management of the Daily Leadership
Council (DPH) of the Riau Traditional Malay Institute (LAM) of Riau Province.
Data collection methods used in this study are observation, interviews and
documentation. The research instrument is the researcher based on the data
collection guide. The data analysis technique used is the qualitative data analysis
technique modeled by Miles and Huberman.
Based on the results of the study it can be concluded that the Riau Malay
Traditional Institute (LAM) has carried out its role in preserving Riau Malay
culture. Activities carried out in protection activities are by providing
recommendations to the government in an effort to enforce the rules for using
Riau Malay language and dress. Meanwhile, activities in inheritance activities
are carried out through education and training activities. Development activities
are carried out through research activities and the use of Riau Malay language
and clothing. As well as utilization activities carried out through the preparation
of teaching materials.
Meanwhile, the obstacles faced by the Riau Malay Traditional Institute (LAM)
include: differences in Malay language dialects that differ in each region, the
limited number and ability of Malay culture teachers, the larger number of
immigrants in the city of Pekanbaru when compared to native Malays of Riau and
budget limitations.
