IMPLEMENTATION OF REGENT REGULATION NUMBER 4 OF 2009 CONCERNING BUSINESS LICENSE FOR MANAGEMENT AND OPERATING OF SWALLOWN'S NESTS IN KUNTO DARUSSALAM DISTRICT, ROKAN HULU DISTRICT

ABSTRACT
Rokan Hulu Regency in the implementation of swiftlet cultivation has been regulated in Rokan Hulu Regent Regulation No.4 of 2009 concerning business permits for the management and exploitation of swiftlet nests. The company is sorry that there are still many swallow nests that are not in accordance with the provisions in the Rokan Hulu Regent's Regulations, they have not taken care of the permits and it is still found that the community does not know that there are rules governing the establishment of these swallow nests. This study aims to determine the implementation of Regent Regulation number 4 of 2009 concerning business permits for the management and exploitation of swiftlet nests in Kunto Darussalam District, Rokan Hulu Regency and the inhibiting factors. The theory used is the theory of public policy implementation according to George C. Edward III. This research uses a descriptive qualitative research type. The results of this study found that the socialization (communication) given to the community was not optimal. Facilities and infrastructure (facilities) that have not been maximized by utilizing existing websites. Disposition or attitude of executors, apparatus as executors still have low responsibility and commitment in carrying out their duties. Standard Operational Procedure (SOP), terms and conditions are clear. However, the community considers that the requirements for business licenses are still difficult. The inhibiting factor in the implementation of Rokan Hulu Regent Regulation No.4 of 2009 concerning business permits for the management and exploitation of swiftlet nests is the lack of awareness and commitment of government officials in carrying out their responsibilities in carrying out their duties.
