This study aims to identify and analyze the supervisory function of the
Regency and City DPRD towards Regional Regulations based on Law Number 23
of 2014 concerning Regional Government. supervising the effectiveness of
Regional Regulations. This study uses the sociological legal research method,
namely looking at the correlation between the law and its goals, so as to reveal
the effectiveness of the enactment of the law, and associated with existing theory.
The results showed that the implementation of the oversight function of the
Kampar Regency and Pekanbaru City DPRD still did not show optimal results,
the oversight function of the implementation of Regional Regulations was still not
an important concern for members of the Regency and City DPRD, so that it had
the potential to cause problems and also the weak oversight function had
implications for effectiveness implementation of Regional Regulations in
Regencies and Cities. Regarding the human resources in the Regency and City
DPRDs, it is only natural that they have education as low as a bachelor's degree
(S1) so that they will be more capable and competent in carrying out the
supervisory function, the regulations governing the supervisory function of
Regional Regulations are not yet fully firm and straightforward, still creating
debate among DPRD members for the supervision carried out.
The ideal form of implementation of supervision begins with good
planning, the process of implementing supervision and ends with an evaluation of
implementation. To overcome the problems and constraints, better and stricter
rules are needed and the need for updating and synchronization of the regulations
governing the oversight function of Regional Regulations, this will have a positive
impact on the DPRD Oversight function in terms of implementing Regional
Regulation supervision in the future.
