This study aims to produce a written test instrument based on Higher Order Thinking Skills on excretory system material in class XI SMA that is of high quality so that it has the benefit of increasing students' Higher Order Thinking Skills. This research was conducted at the Biology Education Campus, FKIP, Riau University and SMAN 8 Pekanbaru. This type of research is development research using the ADDIE model which consists of analysis stages namely curriculum analysis, concept analysis, student analysis and item analysis. Furthermore, the design stage is designing learning tools and designing written tests based on Higher Order Thinking Skills. The development stage is to develop a written test instrument based on Higher Order Thinking Skills. The data collection instrument used was a validation sheet consisting of material aspects, construction aspects, language aspects and Higher Order Thinking Skills as well as a respondent's questionnaire consisting of material aspects, language aspects and Higher Order Thinking Skills. The results of the study illustrate that the quality of the written test instrument based on Higher Order Thinking Skills on excretory system material for class XI SMA which was developed was very good with an average quality score of 3.61, with details of an average validation score of 3.65 and an average score of limited trials stage I and 2 is 3.58. This study shows that the written test instrument based on Higher Order Thinking Skills on excretory system material for class XI SMA is of very good quality and can be implemented on a large scale..
