Pendapat Masyarakat Terhadap Tindak Pidana Korupsi Terkait Bantuan Sosial Covid-19
The Covid-19 pandemic disaster has begun to spread in Indonesia, to overcome
its impact the central government also requires local governments to provide
budgets for handling the Covid-19 for regional revenues and expenditures.
Unfortunately the Social Assistance Fund program was not realized well by the
community because the Corruption Eradication Committee managed to uncover
several cases related to alleged corruption in the distribution of Social Assistance
which were carried out including by Juliari Peter Batubara as social minister, Aa
Umbara Sutisna as regent of West Bandung and Jabiat Sagala as Regional
Secretary of Samosir Regency. Based on the description that has been presented
above, the author wants to discuss and examine several issues, including what are
the types and modes of criminal acts of corruption related to social assistance
Covid-19, what are the public's opinions regarding criminal acts of corruption
related to social assistance Covid-19. The method used in this research is
sociological juridical research, namely primerly data, to then proceed with
research on primary data in the field, or in accordance with the realities that live
in society. In the criminal acts of corruption that occurred in the handling of
Covid-19, in this study there were several types of criminal acts that had been
committed, including the giving of gratuities, bribes and acts that were
detrimental to state finances. The modes that have been carried out by the actors
include involving their subordinates in government who are assigned as technical
executors, involving people closest to or who are known to them as organizers of
the implementation of social assistance, and not fulfilling the provisions in the
procurement process in the form of studies related to the location of the
implementation or fulfillment of the formal requirements. In the public opinion
that was given by respondents in this study, it was found that the majority of
people thought that in making decisions on punishment for perpetrators involved
in criminal acts of corruption in terms of handling Covid-19, they did not fulfill a
sense of justice and deserved a more severe punishment.
