Rancang Bangun Aplikasi Penempatan Staf Di Dinas Komunikasi Dan Informatika Kabupaten Rokan Hulu Dengan Metode Learning Vector Quantization
ABSTRACT Bureaucratic reform is one of the government's efforts towards good governance. Human Resources (HR) is one aspect of the bureaucratic reform change area, especially the apparatus resource management system within the Local Government. In the government order, the first step in producing skilled and reliable human resources requires a plan for determining the staff who will fill the existing jobs in the agency concerned. In this research, the method used to place staff according to their education, expertise and character is the LVQ (Learning Vector Quantization) method. This LVQ method can be used to group employees based on certain attributes or criteria which in this case, is in accordance with the level of expertise, education and competence they have. After going through the analysis and testing stages on the Learning Vector Quantization application, several conclusions can be drawn as follows: (1) At the Rokan Hulu Regency Communication and Information Office, the Learning Vector Quantization method on artificial neural networks can be used to predict employee placement. (2) Pattern recognition and classification based on distance between groups can be done using LVQ networks with input and output layers. (3) The test data gives satisfactory results. There is no significant difference between the target and the actual program output. Keywords: LVQ, Staff Placement, Human Resource.
