Strategi Pengelolaan Sampah Di Wilayah Periurban Kecamatan Tuahmadani Kotapekanbaru
Tuah Madani District is a sub-district located in one of the areas in Pekanbaru City which is a division of the Tampan District which is currently divided into two sub-districts, namely Tuah Madani District and Bina Widya District. One of the boundaries of the Tuah Madani District is directly adjacent to several villages in Kampar Regency. The high level of economic growth in Pekanbaru City has also dragged various community activities to the city border areas, one of which is Tuah Madani District. This resulted in an increase in population density and in line with the waste generated. Waste problems, which are still an urban issue, are also experienced in peri-urban areas, including Tuah Madani District. The high mobility of people in the border areas of the city has a major impact on the waste produced and the lack of serious handling results in the waste not being managed properly. As a result, you can still see piles of garbage in places that should be enjoyed by the community, but the opposite is true. In addition, the lack of community participation due to the weak participation of parties related to waste management makes it difficult to realize the handling and reduction of waste from sources. Therefore, this study aims to analyze the existing conditions of waste management in the peri-urban area of Tuah Madani District, Pekanbaru City and determine the right strategy for waste management in the peri-urban area of Tuah Madani District, Pekanabaru City.
The data used in this study were taken from two types of data sources, namely primary data sources and secondary data sources. Primary data in this study were collected through questionnaires, direct field observations, documentation, and structured interviews with the community, and stakeholders or parties related to waste management in the peri-urban area of Tuah Madani District, Pekanbaru City. As for the secondary data types obtained through books or journals related to waste management. Data analysis used is descriptive data analysis and SWOT analysis is used to formulate the analysis strategy. Descriptive analysis serves to provide an overview of the subject or object of research in accordance with the existing real conditions. The SWOT analysis serves to determine the right strategy for waste management in the peri-urban area of Tuah Madani District, Pekanbaru City.
The results of the analysis show that the existing condition of waste management in the peri-urban area of Tuah Madani District, Pekanabaru City, seen from the waste generation generated at the sub-district scale, is the highest in Pekanbaru City. The operational technique for waste management which includes collection, storage and segregation of waste is still classified as ineffective and efficient because it still implements a collect-transport-waste pattern which means that there is no waste management from upstream (source). The waste transportation section is also still considered inadequate in terms of fleet capacity, transportation routes, and transportation time so that piles of garbage will always be there all the time. In the aspect of waste management financing, including operational funding assistance from the government and waste retribution services, it is still not sufficient to help waste management be

carried out properly. Including infrastructure facilities that cannot be utilized properly. The institutional and legal aspects that form the basis of the management system in Tuah Madani District already exist but have not been effectively implemented due to the lack of participation from stakeholders and the community. The social aspect of waste management in Tuah Madani District is not supported by community participation because of the limited role of activators and institutions that can overshadow the community in providing socialization and education to the community. Based on the SWOT results, the highest score was obtained on the strength and opportunity factor. The values obtained for strengths: weaknesses are 2.116: 0.753, while for opportunities; threat is 1.377 : 0.370.
The right strategy for waste management in the peri-urban area of Tuah Madani District based on the results of the analysis is the S–O (Strength – Opportunity) strategy in which reducing waste generation can be implemented by starting from maximizing the knowledge possessed by the community, strengthening collaboration between stakeholders, involving the role of NGOs, community leaders, and informal organizations or other business actors involved in reducing waste problems. The next step is to maximize the need for waste service fees, which include services for collecting and transporting waste from waste sources, which can be further strengthened by having clear rules or policies regarding waste management. Increasing the availability of waste management human resources can be supported by providing rewards for each individual or group that has succeeded in managing waste.
