New Pekanbaru 28293 ABSTRACT Collaborative Governance is a model, in which in developing an area, the government cannot manage the area by itself, where the roles and functions of other stakeholders are needed to solve problems and accommodate public needs, one sector that requires collaboration is the tourism management sector, especially when At present, the Tourism Village is a leading pioneer in increasing the level of tourism. This study aims to describe Collaborative Governance in the management of the Kubu Gadang tourist village in Padang Panjang City in 2020-2021. The Kubu Gadang Tourism Village received certification for the status of an Advanced tourism village compared to other tourist villages in the city of Padang Panjang which still have the status of a Pioneer tourism village. In achieving the research objectives, researchers used Ansell and Gash's theory of Collaborative Governance. The research method used is a qualitative method by explaining descriptive data. The type of research data used is primary in the form of data obtained from research informants and secondary in the form of data obtained from related documents. Then the research location is in the Kubu Gadang Tourism Village, Padang Panjang Timur District. This study found that in its implementation management has been running collaboratively, the starting condition indicators are going well where there is a history of cooperation between each stakeholder, and the facilitative leadership indicators are also running quite well due to the balanced portion of the leaders between formal and non-formal, although the design indicators institutions are not optimal because there is no special forum that combines each stakeholder in managing, this is not optimal in managing the Kubu Gadang Tourism Village and collaborative results where the Kubu Gadang Tourism Village has succeeded in increasing its status to become an Advanced Tourism Village, and management has been running well and optimally. then the authors draw the following conclusions Collaborative Governance in the management of the Kubu Gadang Tourism Village in Padang Panjang City in 2020-2021 is said to be successful but has not run optimally. This can be seen from the five theoretical indicators, namely Initial Conditions, Institutional Design, Facilitative Leadership, Collaborative Processes, and Collaborative Governance Results.
