INCLUSIVE CITY PUBLIC SERVICE INNOVATION: CASE OF E-KTP SERVICES IN PEKANBARU CITY 2021-2022 By: Alya Rapidah Advisor: Dr. Khairul Anwar, M.Sc ABSTRACT The SIPINTAR PEDULI public service innovation is a new idea issued to assist persons with disabilities in providing services in obtaining population or identity documents. The problem of this research is the inability of persons with disabilities to be present at the Population and Civil Registry Service to record and record e-KTP, therefore the Pekanbaru City Population and Civil Registry Office issued an innovation that will make it easier for persons with disabilities to obtain e-KTP. Purpose of the study this is to describe how public service innovation is in implementing inclusive city e-KTP services in 2021-2022 in Pekanbaru City. This study uses a qualitative approach research method and the type of research is descriptive. The research location was carried out at the Pekanbaru City Population and Civil Registry Service, using data collection techniques through interviews and documentation. The results of the study show that the SIPINTAR PEDULI service innovation carried out by the Department of Population and Civil Registry in 2021-2022 is progressing, this can be seen from the appreciation of the community and also assistance from local agencies that assist the Office of Population and Civil Registry in carrying out this innovation. The Department of Population and Civil Registry has demonstrated its existence in providing adequate services, facilities and infrastructure to support the service process. The service guarantee provided is so that all persons with disabilities can have an e-KTP and also that the needs of persons with disabilities can be met. In carrying out services, of course the Population and Civil Registry Office does not do it alone, but is assisted by Regional Agencies where local agencies have roles and functions as a means of community participation, as a means of formulating and planning purposes, facilitating various forms of service, mobilizing local resources, building communication between direction, as a means of articulating and processing the needs and demands of local communities, as well as building social and political awareness of the community.
