Handling parking on the side of the road is a problem in society where the stipulation of parking regulations has not been properly implemented and implemented due to the absence of periodic guidance and supervision of parking in the city of Pekanbaru so that it has an impact on the community and receipt of local revenue. In Pekanbaru there are still parking violations through the Pekanbaru City Parking Technical Implementation Unit as an implementing element for parking handling Handling parking is of course inseparable from guidance and supervision so that roadside parking activities in Pekanbaru City run according to applicable regulations. The purpose of this study was to determine the inhibiting factors of the Pekanbaru City Transportation Technical Implementation Unit in the Development and Supervision of Parking in Pekanbaru City. The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. The results of the study show that the guidance and supervision of parking in Pekanbaru City has not been carried out optimally by the Pekanbaru City Parking Technical Implementation Unit where there are still parking officers who have not implemented parking fees in accordance with applicable regulations, the absence of strict sanctions for illegal parking users, the absence of data collection and monitoring activities for each parking space in the city of Pekanbaru, thus disturbing the public who use parking services. However, the authors suggest that the Pekanbaru City Parking Technical Implementation Unit conduct guidance and supervision of parking activities, record and supervise parking locations in Pekanbaru City every working day, provide strict sanctions for parking officers who violate regulations, especially increasing parking retribution rates, and provide sanctions for parking attendants who do not use parking uniforms and parking tickets, and work closely with the community in accommodating community input suggestions regarding parking in Pekanbaru City.
