ABSTRACT IMPLEMENTATION OF MAIN DUTIES AND FUNCTIONS OF THE RIAU LAW AND HAM REGIONAL OFFICE IN THE DEVELOPMENT OF CLASS IIA CRIMINAL INSTITUTIONS IN BEENGKALIS By: Ryan Primary Supervisor : Drs. Erman M, M.Sc The increase in crimes that often occur in the community makes prison sentences skyrocket, resulting in overcapacity. Regional Office of Law and Human Rights of Riau Province has main tasks and functions in carrying out legal services throughout the territory of Riau Province. One of them is coaching inmates at the Bengkalis Class IIA Penitentiary. Less than optimal coaching can result in inmates not getting the goals of the correctional system so that they have the potential to return to committing crimes after being released from prison. There were several obstacles that resulted in the coaching carried out at the Class IIA Bengkalis Penitentiary not running smoothly. The efforts of the Riau Regional Law and Human Rights Office are needed in coaching activities and overcoming the problem of overcapacity at the Bengkalis Class IIA Penitentiary. This study aims to determine the implementation of the main tasks and functions carried out by the Riau Regional Law and Human Rights Office in providing guidance to inmates in Bengkalis Class IIA Penitentiary. This research method uses a qualitative approach with a descriptive research type. The location of the research was carried out at the Riau Human Rights Legal Area Office and the Bengkalis Class IIA Penitentiary. Data collection techniques used are interviews and documentation. The results of the study show that the implementation of the Main Duties and Functions of the Riau Legal and Human Rights Regional Office in coaching is in the form of monitoring and evaluation. This aims to analyze all coaching activities in the Bengkalis Class IIA Correctional Institution which are given freedom in planning and carrying out coaching activities according to the talents and interests of the inmates. Guidance activities are carried out based on indicators of success in improving the quality of individual inmates. However, the implementation of coaching has not been carried out optimally due to several obstacles. Constraints such as overcapacity, quality and quantity of officers, limited facilities and factors of the assisted members result in limited participation in coaching activity programs.
