Supervision of the Food and Drug Control for Cosmetics in Pekanbaru City

ABSTRACT
The discovery of cosmetics that do not meet the regulations is still in circulation in the community in Pekanbaru City, the form of supervision carried out by the Food and Drug Supervisory Agency in Pekanbaru is expected to be able to monitor the circulation of cosmetics so that are circulated according to the regulations and safe use by the community, This study aims to analyze the supervision of cosmetics circulating in Pekanbaru City by the Food and Drug Administration as a non-ministerial government agency that acts as a technical implementation unit for drug and food surveillance and identifies the obstacles–the obstacles faced. The theoretical concept used is the Manullang supervisory phase consisting of three indicators: establishing standards, assessment actions, and assessment actions. The type of research used is qualitative descriptive. The data collection was conducted through an interview with the Coordinator of the Substance Group Examination of the Food and Drug Contol in Pekanbaru, the Information and Communication Section of the Food and Drug Control in Pekanbaru. The results of this study can be concluded that the supervision of the Food and Drug control of cosmetics is quite optimal because of the supervision carried out in accordance with the applicable laws and regulations, and the supervision is carried out. As for what is an obstacle in cosmetic supervision in Pekanbaru is the lack of specificity of the distribution of human resources tasks in the supervision function of the examination section by the Food and Drug Supervisory Agency, the lack of people's participation in using cosmetic products, the lack of legal awareness from cosmetic business operators and non resident cosmetic business operators, so that it is influential in the supervision carried out by the Food and Drug Control in Pekanbaru City.
