ABSTRACT
From a formal juridical perspective, villages are recognized in Law Number 6 of 2014 concerning Villages. As an autonomous area, it is given special rights, such as financial management and allocation of village funds, election of village heads to village development processes. The use of the Village Revenue and Expenditure Budget is carried out by the village government to run development programs that have not been realized. The problem in this study is that the lack of maximum implementation of village infrastructure development in Bukit Lembah Subur Village is due to constraints that are a factor in its implementation, so an evaluation is needed to see the problems that occur.
This study uses policy evaluation indicators consisting of process evaluation, outcome evaluation and impact evaluation. The type of research used is qualitative research using a qualitative descriptive approach. Data collection methods used are interviews and documentation.
The results of the study explained that after observing village infrastructure development through aspects of process evaluation, evaluation of benefits, and evaluation of consequences, in carrying out development the village government has carried it out well. This can be seen from the achievement of the realization of village infrastructure development reaching more than 90% so that the results of the evaluation of the implementation of this development can be said to be successful and the benefits can be directly felt by the community. As for the obstacles experienced by the Bukit Lembah Subur Village government in completing this development, this is a challenge in itself. for the village government in overcoming it.
