ABSTRACT
Nagari Tuo Pariangan Tourism Village is one of the tourism areas in
Tanah Datar Regency which has been affected by the COVID-19 pandemic.
Interestingly, in 2021-2022 the Nagari Tuo Pariangan Tourism Village has
managed to rise which was followed by several achievements obtained during
2022, namely becoming the only tourist village in Tanah Datar Regency which is
included in the Top 50 ADWI 2022 Tourism Village category, 1st Place Village
Winner Tourism is Developing and obtaining 2 Indonesian World Records
(MURI), namely the First Tourism Village with Coffee-Scented Batik and the First
Tourism Village to Have Natural Batik Dye from Coffee Waste in the ADWI 2022.
The purpose of this study was to find out how collaborative governance
was carried out so that the Nagari Tuo Pariangan Tourism Village obtained some
of these achievements which were studied using the collaborative process theory
from Emerson, Nabatchi, & Balogh called the Collaborative Governance Regime
(CGR). For the research approach, using a qualitative approach with this type of
research is descriptive. This research is located in Nagari Tuo Pariangan
Tourism Village. Data types are divided into two, namely primary data using
purposive sampling of informant data collection techniques and secondary data in
the form of cooperation documentation which was analyzed using qualitative data
analysis stages according to Miles and Huberman.
The results of the study show that the dynamics in the collaborative
development of the Nagari Tuo Pariangan Tourism Village in 2021-2022 have not
fully gone well because not all people understand that their area is a tourist
destination. Nonetheless, the other parties involved have carried out their
respective roles and duties properly according to the mutual agreement. This has
had an impact on increasing the number of tourist visits and some positive
impacts that are only felt by certain communities. The increase in the number of
tourist visits must of course be balanced with the availability of homestays which
are currently still limited and given that tourism revenue is only sourced from
visiting guests staying overnight. This is a temporary adaptation which will be
used as material for consideration for future collaborations.
