This research is motivated by the importance of accessibility for people
with disabilities in public service buildings. Accessibility is a right for people with
disabilities that should be fulfilled by the government. Providing appropriate
accessibility for people with disabilities will help, facilitate, and provide comfort
for the disabled community in accessing public services.
The purpose of this research is to identify and analyze accessibility for
visually impaired and physically disabled individuals in the city of Pekanbaru, as
well as the inhibiting factors of accessibility. The theoretical framework used is
the principle of accessibility, which explains that to support the guaranteed
fulfillment of accessibility meeting technical requirements based on guidelines,
there are four principles: utility, ease, safety, and independence. This research
employs a qualitative method with a phenomenological research approach, and
data collection involves observation, interviews, and documentation. The research
is focused on government buildings in the city of Pekanbaru.
The results showed that accessibility for visually impaired and physically
disabled individuals in Pekanbaru City has been implemented although it has not
reached the optimal level. This can be seen from the lack of provision of
comprehensive facilities for people with disabilities in buildings in Pekanbaru
City. The inhibiting factors encountered are the provision of accessibility facilities
for people with disabilities has not been implemented thoroughly and the lack of
budget, socialisation, and guidance are obstacles in fulfilling accessibility for
